Spain introduces new measures to strengthen power grid following April blackout

The Spanish Council of Ministers has approved a package of measures to strengthen its power grid and support renewable energy, in response to the power blackout that affected the county in April 2025. The package includes a list of specific actions aimed at increasing the resilience of the system.

The government will enhance supervision of the electricity network through the competition regulator, the National Commission on Markets and Competition (CNMC), which will assess compliance with obligations to control voltage levels and inspect the capacity to restore power. The power transmission system operator (TSO) REE will have to propose regulatory modifications on responses to power fluctuations, on the speed of voltage variation, on the programming of technical restrictions and on other technical elements. REE will also become a single access point to end customers' smart meters data.

The timeframe for installing new wind and solar energy facilities will be shortened, and the government will facilitate the development of power storage at renewable energy sites, notably through batteries. The Law 24/2013 on the electricity sector is amended to incorporate new flexibility tools and consumers will be able to hire the services of an aggregator to manage their demand. The package also includes specific measures to promote electrification.

On April 28, a power grid blackout affected Spain and Portugal. A government report released earlier in June 2025 concluded that a lack of voltage control capacity contributed to a chain reaction that brought down the network.
