The Spanish government has approved a Royal Decree approving urgent measures for the reinforcement of its electricity system by “promoting energy storage, repowering facilities and accelerating the electrification of the economy, among other issues” (Spanish government press release, 04/11/2025).
The law reinforces the role of the National Commission on Markets and Competition by extending its role on the supervision and control over the obligations of the agents in the sector. It also demands the system operator (Red Eléctrica) to prepare technical proposals to improve the power grid that will be reviewed and approved shortly to improve the transmission and distribution networks.
The regulation also prioritises the hybridisation of power plants with storage modules and encourages the connection of projects to the grid by setting a five-year limit to the connection rights after they have been granted to prevent hoarding and speculation.
The move is in line with Spain’s target to incorporate 22.5 GW of BESS by 2030.
