South Korea is considering developing a large-scale gas-fired power plant in Texas (United States), valued at USD22.3bn, as the first investment project under its USD350bn investment commitment to the United States (Yonhap press release, 22/09/2026). The Texas power plant would be located in the city of Encinal and would have a total installed capacity of 6.3 GW, in response to growing electricity demand driven by the increasing number of semiconductor plants and artificial intelligence (AI) data centres in the state.
According to the press release, the Ministry of Trade, Industry and Resources of South Korea has identified the construction of eight large-scale nuclear reactors in the United States and an LNG project in Alaska as the second and third projects. Discussions on the nuclear project are currently based on a potential combination of six Westinghouse AP1000 reactors and two South Korean-designed APR1400 reactors, although the final reactor mix has yet to be determined.
A memorandum of understanding (MOU) is expected to be signed shortly to finalise the project, although further discussions with the US administration are still required. In late 2025, South Korea and the United States signed an agreement under which South Korea pledged to invest USD350bn in the US.
