South Korea greenlights operation of the 1.4 GW Saeul-3 nuclear reactor

South Korea's Nuclear Safety and Security Commission (NSSC) has approved the operation of Korea Hydro & Nuclear Power Co.’s Saeul-3 reactor in Ulsan, South Korea (NSSC press release, 30/12/2025).  The project is a pressurized light water reactor (APR1400) with a 1.4 GW capacity and a design life of 60 years. The reactor, formerly known as Shingori-5, is located at the Saeul Nuclear Power Site and it is expected to start operations in 2026 after undergoing a six-month pilot run. 

Korea Hydro & Nuclear Power Co. received a construction permit for the reactor in 2016 and obtained an operating permit from the Korean National Security Commission in 2020. 

According to Enerdata’s Global Energy Research, Korea plans to reach a 32% share of nuclear in its power mix by 2030 and 35% in 2038 (31% in 2024).
