The National Energy Regulator of South Africa (NERSA) has granted an operating license to South Africa’s national power utility Eskom for a 3 GW CCGT power plant in Richards Bay. This award is part of a broader procurement programme aimed at securing a total of 7.8 GW of power capacity. This 7.8 GW procurement programme includes:
- 1,000 MW of solar PV technology (including five solar projects totalling 860 MW selected in December 2022 under Bid Window 6 (BW6) of the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) and the 140 MW Ngonyama solar project selected as the sixth “preferred bidder”),
- 2,000 MW of new generation capacity for the Load-Shedding Reduction Programme in accordance with the short-term risk mitigation capacity
- 800 MW of new generation capacity for the Emergency Generation Procurement Programme
- 1,000 MW Standard Offer Programme (SOP), a power purchase programme to bolster constrained generation capacity launched in September 2022 by Eskom
NERSA has also provided a transmission license to the newly created National Transmission Company of South Africa (NTC), a subsidiary of the state-owned Eskom, to operate the transmission system within South Africa’s borders and to provide the functions of network provision, system operation and system planning while ensuring grid stability, by allowing it to buy and sell power, but not to generate profit.
