The Slovenian power transmissions system operator (TSO) ELES and its Italian counterpart Terna have signed a EUR250m agreement to upgrade the electricity transmission link between the two countries, increasing cross-border capacity by 600 MW (ELES press release, 10/11/2025). The project, set for completion by 2031, aims to enhance market integration, grid reliability, and regional energy security.
The joint investment covers three main upgrades:
- 400 kV Divača–Redipuglia line: Adding a third Phase Shifting Transformer at the Divača substation.
- 220 kV Divača–Padriciano line: Replacing the conductor with low-sag technology and upgrading the Padriciano transformer.
- Italian network improvements: Upgrading the 220 kV Padriciano–Redipuglia connection and adding a new transformer inland to optimize internal power management.
Construction is expected to start in 2029 once permits are secured. ELES plans to apply for EU funding for its portion of the investment.
