The Slovakian Ministry of Environment has unveiled the first climate law of the country, which enshrines the goal of achieving carbon neutrality by 2050 in Slovakia’s legislation. The new law sets medium-term goals for reducing emissions at the level of states, regions, cities, or businesses.
In addition, the draft law allows citizens to file climate lawsuits against the state if it does not fulfil its obligations in meeting climate goals. The law also creates a Council for the Climate, which will have the authority to control individual ministries in the implementation of climate plans and to impose sanctions on them.
The sectoral goals and obligations proposed in the new law will only concern sectors that are outside the European Emissions Trading System (EU ETS), notably road transport, buildings or agriculture. For energy and heavy industry, which are large emitters, the proposal will follow the general target of reducing emissions by 62% by 2030 compared to 2005 levels, thus leaving regulation to the EU ETS.
