The Singaporean Energy Market Authority (EMA) has granted conditional approval to the Vietnam-Malaysia-Singapore (VMS) renewable electricity initiative, a regional power corridor developed by consortia of Sembcorp Utilities and PTSC with TNB and PETRONAS, to import up to 1.3 GW of renewable electricity into Singapore (PETRONAS press release, 26/10/2026).
The approval was granted to Sembcorp Utilities, a wholly owned subsidiary of Sembcorp Industries and the designated importer. It allows the consortia to advance to the next development stages, subject to regulatory and project approvals.
The electricity would come from offshore wind in Vietnam and solar and BESS in Malaysia. Power generated in Vietnam would be transmitted through Malaysia, which acts as both recipient and transit country, and supplied to Malaysia and Singapore.
The project is being developed by a consortium between Sembcorp Utilities and PTSC (PetroVietnam Technical Services Corporation, a subsidiary of Petrovietnam) with the MY Energy Consortium (Tenaga Nasional Berhad and PETRONAS). The parties signed a joint development agreement (JDA) in May 2025, and imports are expected to start in 2035.
