Saudi Aramco signs 5 Mt/year LNG purchase HoA with Sempra (US)

Saudi Arabia national oil and gas company Saudi Aramco has signed a heads of agreement (HOA) with US energy group Sempra Energy, paving the way for Saudi Aramco taking a 25% equity investment in the Phase 1 of Sempra Energy's Port Arthur LNG export project, currently under development in the Jefferson County, Texas (United States). Under the terms of the HoA, Saudi Aramco would also purchase 5 Mt/year of LNG from the project.

The Port Arthur LNG project is developed by Sempra Energy and will include two 5.5 Mt/year trains for a total capacity of 11 Mt/year and up to three LNG storage tanks. It could later be expanded to up to eight LNG trains, corresponding to a total liquefaction capacity of 45 Mt/year. Sempra Energy selected Bechtel as the engineering, procurement, construction and commissioning (EPCC) contractor for the project in 2018. FID is expected in the first quarter of 2020 and the project could start in 2023.
