The construction works of a 1 GW wind power plant have started in the Pavlodar region of Kazakhstan (Samruk-Energy press release, 30/03/2026). The USD1.2bn project is being developed by China's State Power Investment Corporation (SPIC) in partnership with Kazakhstan's power utility Samruk-Energy. The wind project, which is expected to be commissioned in 2029, also includes a 300 MW/600 MWh BESS to enhance its reliability of power supply.
The large-scale project is expected to improve energy security, support decarbonisation and attract investment into green energy. It is also aligned with the country’s strategic objectives for the development of a green economy.
Kazakhstan targets a share of 15% of renewables in the power mix in 2030 and of 50% of renewables and alternative energies by 2050. At the end of 2024, the country had 1.8 GW of wind capacities (6% of total installed capacity).
