The European Commission has approved the creation of a joint venture between Germany’s RWE and Japan’s Mitsui and Osaka Gas that will develop a 684 MW offshore wind project off the coast of the Niigata Prefecture (central Japan). The European Commission estimates that the planned transaction is not likely to affect competition because of its limited impact on the European Economic Area.
The joint venture will develop, build, own, operate and decommission the offshore wind park assets related to the Niigata Murakami-Tainai Offshore Wind Project. The wind park will consist of 38 turbines and is expected to be commissioned by June 2029. The joint venture was selected by the Japanese Ministry of Economy, Trade and Industry (METI) in Japan’s second round of offshore wind public auctions in December 2023.
Japan plans to commission 10 GW of new offshore wind capacity by 2030 and up to 45 GW by 2040. The country plans to tender about 1 GW of offshore wind projects every year until 2030. As of end-2022, Japan only had 61 MW of operational offshore wind capacity. According to preliminary estimates, Japan surpassed 150 MW of offshore capacity in 2023.
