German RWE has ceased work on its US projects due to regulatory uncertainty under the current US government. The company had previously announced a significant reduction of its offshore wind operations in the country, where it holds a total of three offshore wind leases near the US states of New York, Louisiana and California. RWE’s leases consist of a 3 GW Community Offshore Wind project in New York (JV with the UK’s National Grid) which was expected to come online by the early 2030s, a lease to develop wind in the Gulf of Mexico granted in a 2023 auction, and the 1.6 GW Canopy floating offshore wind project off Northern California (expected for 2034).
In January 2025, the US temporarily paused offshore wind leasing on the US Outer Continental Shelf (OCS) until a comprehensive assessment and review of Federal wind leasing and permitting practices is completed, including existing leases. In April 2025, the US DOI ordered a pause on the construction of Equinor’s 810 MW Empire Wind 1 offshore wind project in New York.
Almost 50% of the RWE’s installed renewable capacity is based in the US, with a 6 GW offshore wind seabed portfolio.
