The commercial court of the Sakhalin Region (Russia) has dismissed Rosneft's request, which had filed a lawsuit against Sakhalin Energy (50%-owned by Gazprom) for denial of access to the Sakhalin II gas pipeline. Rosneft, which was recently authorised to export LNG, is developing a 5 Mt/year LNG liquefaction plant in Russia's Far East, in partnership with ExxonMobil, in Sakahalin. The company requested access to the existing gas pipeline to reduce spending in its project, claiming that "Gazprom, being an infrastructure monopoly, is obliged to guarantee independent producers access to the transport system." Gazprom has rejected the request, as it plans to expands its own LNG plant within the Sakhalin II project.
Rosneft is also seeking access to the giant Power of Siberia gas pipeline to be built by Gazprom in Siberia and in the Russian Far East that would deliver up to 61 bcm/year of gas to China, as part of a recent 30-year supply deal. Rosneft currently produces about 40 bcm of gas in East Siberia and aims to inject its output in Gazprom's pipeline system.
