Russia prolongs diesel export restrictions until January 2027

The Russian government has signed a decree extending the ban on exports of diesel, marine fuel and gas oil produced in Russia until 31 January 2027, inclusive. “The decision was made to maintain a stable situation in the domestic fuel market” said the statement. The Russian Deputy Prime Minister indicated that, alongside the extension of the blanket export ban, the government is preparing exemptions allowing certain suppliers to resume diesel exports to international markets. Similar exemptions were introduced in October and are also planned for November 2026.

Russia eased its export restrictions in October 2026 after US President Donald Trump said he was working with Russian President Vladimir Putin to allow Russian diesel to return to global markets (Bloomberg, 31/10/2026).

Also in October 2026, Donald Trump signed an executive order waiving newly introduced sanctions against Russia under legislation known as the Graham Act (KEI, 20/10/2026). The order suspends several planned Russia-related measures, including tariffs on Russian imports and penalties targeting countries purchasing Russian oil and gas. The decision follows an agreement to release Russian diesel stocks onto international markets, with the aim of containing energy prices.
