Russia plans to increase hydro and thermal generating capacity in its Far East

The Russian Ministry of Energy has announced that it is considering building a new pumped-storage hydropower plant, as well as a new 400 MW coal-fired plant in the Primorsky Krai, in far-eastern Russia. The capacity of the proposed pumped-storage plant was not revealed, however the ministry said that the new 400 MW thermal power plant would be fed by the nearby Novoshakhtinsky coal deposit.

In addition, the Russian Ministry of Energy announced plans to increase generating capacity at existing power plants in the Primorsky region. Thus, the capacity of the Partizanskaya GRES would increase by 280 MW, the Vladivostok CHPP capacity by 77 MW and the Artyomovskaya CHPP-2 capacity by 440 MW. Once these upgrades are completed, the capacity of the power system of Primorye Krai would increase from 2.7 GW to 3.5 GW.

As of end-2023, thermal represented over 68% of Russia’s installed capacity, followed by hydro (19%), nuclear (11%) and other renewables (2%).
