The Ministry of Energy of Russia has released draft amendments to create a system of "green" certificates in the country from January 2021. The so-called "green" certificates would not only concern conventional renewable energy sources (wind, solar and small hydropower plants), but also large hydroelectric power plants as well as nuclear power plants.
The market of green certificates is expected to remain small as participation in the system will be voluntary, both for energy producers and consumers. It will allow industrial consumers to label their products as environmentally. The objective of the government is to reinforce Russian exports of energy-intensive products in a context of tightening carbon regulation by importing countries
The government expects that in the future, Russian green certificate could be accepted for circulation in foreign markets, including in the European Union. As of February 2020, carbon-free power capacities stood at 79 GW, accounting for 29% of Russia's installed capacity (268 GW).
