Russia considers liberalising LNG exports as of 2014

Russia plans to submit a draft to the Duma shortly, that would liberalise LNG exports as of 1 January 2014. This major regulatory move was pushed by Russian gas producer Novatek and oil producer Rosneft, which have both lobbied for LNG export rights. Rosneft is planning to develop a liquefaction plant worth US$15bn in the Russian far east, in partnership with ExxonMobil.

Gazprom currently has a monopoly on gas (both gaseous gas and LNG) exports. The company is negotiating with China National Petroleum Corp. (CNPC) on gas supplies to China. In September 2013, the companies reached agreement on basic terms but discussions have stumbled upon the gas price, as CNPC demands a steep discount to prices paid by Western utilities. Gazprom expects then to reach a final agreement by the end of the year, just before LNG exports are opened to other companies, to retain gas exports to China, where gas demand is expected to rise to 230 bcm by 2015.
