The Russian government has officially approved the list of the power plants to be modernised by 2025, including 41 power plants with a combined capacity of around 6,830 MW. Among the projects, Inter RAO will modernise two units at its Kostroma power plant, one unit at the Iriklinskaya power plant, the Karmanovskaya power plant and others, with a total capacity of 1,570 MW. Gazprom Energoholding will modernise 907 MW, including 470 MW operated by OGK-2, 337 MW by Mosenergo, and 100 MW by TGK-1, while Tatenergo will modernise 915 MW, Unipro will modernise 830 MW at the Surgut power plant and Enel will upgrade three power plants totalling 320 MW.
In November 2019, the government announced that the modernisation of the country's energy infrastructure should cost at least RUB250bn (US$3.9bn) through 2024, including nearly RUB 157bn (US$2.5bn) to be invested in the construction or modernisation of thermal power plants in the country. Russia plans to upgrade 41 GW of thermal power plants to cut the cost of power generation and to commission 4 GW of new power generation capacity. These investments are expected to support the growth of electricity consumption in Russia (estimated at 6% between late 2018 and late 2024).
