Russia and Iran finalize deal to build eight nuclear power plants

Iran’s Vice President and head of the Atomic Energy Organization of the Islamic Republic (AEOI) has announced that Iran and Russia have finalized a new agreement to jointly build eight nuclear power plants in Iran (Mizan News Agency press release, 02/11/2025).

  • Four of these plants will be constructed in Bushehr, while the remaining four will be built in other regions of Iran, with exact locations to be announced later by the government.
  • The AEOI chief also stated that construction has begun on a nuclear power plant in Golestan province in northern Iran, which has access to the Caspian Sea.
  • These new nuclear power plants, developed in cooperation with Russia, will enable Iran to reach a nuclear electricity production capacity of 20 GW.

In September 2025, Iran and Russia signed a US$25bn agreement to build four nuclear power reactors in southern Iran. Each reactor will have a capacity of 1.25 GW, for a total of 5 GW, although no construction timeline has been disclosed. Currently, Iran operates only one nuclear power plant, the Bushehr facility in the south, with a capacity of 1 GW (KEI, 29/09/2025).
