The Russian oil company Rosneft has signed an agreement with China to supply an additional 2.5 Mt/year of crude oil via Kazakhstan. Kazakh authorities have indicated they are in talks with Russia to determine whether this increase in volume would require the construction of a new compressor station, or if it could be handled through the use of flow-enhancing additives.
In May 2025, amendments were made to the protocol of the bilateral intergovernmental agreement with China to formalize the increase in oil deliveries by 2.5 Mt/year. In 2024, total transit volumes reached 10.2 Mt, equivalent to approximately 204 kb/d.
Russia remains the world’s second-largest oil exporter, behind Saudi Arabia. Its crude oil exports declined by 9% between 2019 and 2023 but rebounded in 2024, rising by 2.4% to reach 255 Mt, representing approximately 49% of total production.
