Russia has signed a cooperation agreement with Vietnam for the construction of its first nuclear power plant (The Moscow Times, 23/03/2026). The agreement estates the legal framework for the construction of two reactors with a combined capacity of 2.4 GW at Vietnam's proposed Ninh Thuan nuclear power plant. No further information regarding construction timelines were disclosed. The project has been on talks since 2010, when both countries had agreed to its construction, but it was later suspended.
Additionally, Russia’s top gas producer Novatek has signed a preliminary supply agreement with an undisclosed Vietnamese buyer. The company announced that it is ready to start deliveries “in the near time”.
Cooperation has also extended to the signature of an oil and gas production deal in both countries, according to Russian news agency TASS.
