Romania’s parliament endorses law on offshore wind energy

Romania’s lower house of parliament, the Chamber of Deputies, has approved the law on offshore wind energy, which was previously green-lighted by the Senate and will be sent to the presidency for promulgation. The law create a legislative framework to develop offshore wind projects in the Romanian Black Sea, with the first projects expected to be commissioned in 2032. The projects could be used to produce green hydrogen and green ammonia to decarbonise the Romanian industry. 

Within 3 months from the entry into force of the law, the Romanian Ministry of Energy is expected to start a study to prepare the concession procedure and activities for exploration, construction of offshore wind projects, and their operation. Among other things, the study will most notably determine the maritime areas that the Ministry of Energy will concession. 

Based on the study, by 31 March 2025, the government will approve the offshore wind areas, and by 30 June 2025, subsequent acts for implementing the law will be approved, followed by the Ministry of Energy initiating a competitive procedure for awarding concession contracts. According to the World Bank, Romania has an offshore wind potential of 76 GW, including 54 GW of floating turbines and 22 GW of bottom-fixed turbines.
