Portugal publishes reference tariff for its new RES support scheme

The Portuguese government has published the 2015 reference tariff of the brand-new Small Production Units (UPP) regime. The “Decentralized production of electricity and self-consumption” law entered into force on 18 January 2015 to supersede the micro-production and mini-production feed-in tariffs regimes for the so-called UPP installations (≤ 250 kW). Electricity producers receive feed-in tariffs, through a reverse auction process, that is capped at the reference tariff that has been set at €9.50c/kWh in 2015. Solar systems will receive 100% of this reference tariff, while biogas and biomass installations will get 90% of the tariff, wind parks 70% and hydropower plants 60%. Solar and wind installations will be eligible to feed-tariffs for up to 2.6 MWh/year of power generation (up to 5 MWh/year for the eligible RES).

In addition, the “Decentralized production of electricity and self-consumption” allows Production Units for Self Consumption (UPAC) to self-consume the electricity produced on site and to sell any excess generated power to the last resort electricity supplier at market prices minus 10% to cover the costs of grid maintenance. RES facilities ≤ 1.5 kW benefit from a simplified registration procedure with grid operators and no registration fee.
