Portugal eases restrictions on domestic wind project expansions

The Portuguese government confirmed that there would be no wind auctions in 2019 and has unveiled a new measure which will enable wind project operators to add new turbines to up to 20% of the power grid connection capacity at existing wind parks without requiring regulatory permission. The main drivers behind this scheme are the long delays in obtaining permits for the installation of this additional capacity that project operators have been experiencing.



It also enables operators to opt out for a fixed 15-year tariff of €45/MWh for the additional electricity generated. However, this scheme is only applicable to operators who have already submitted applications to the energy regulator ERSE (Energy Services Regulatory Authority) for permission to deploy additional turbines on their parks.



Most of the future capacity additions in the country are expected to be installed at new or expanded onshore sites. In January 2019, the National Energy and Climate Plan forecasted an increase of domestic wind power capacity from the current 5.3 GW (end-2017) to between 8.8 GW and 9.2 GW by 2030.
