Poland approves financing for its first nuclear power plant (3 GW)

The Polish Government has approved a fund of PLN60bn (€14bn) to enable the preparation and implementation of the investment on its first nuclear power plant in Choczewo or Gniewino and Krokowa. The €35-45bn project is planned to be covered by 30% through the capitalisation of the state-owned company Polskie Elektrownie Jadrowe (PEJ), which will be responsible for the construction and operation of the project. The remaining of the funding (70%) is expected to come from financial institutions. This "special nuclear act” of 20 February 2025 is still subject to European Union approval which is currently undergoing. 

The project is undergoing discussions regarding EPC with Westinghouse-Bechtel, the consortium selected in late 2023 to lead the project. The power plant plans to use Westinghouse AP1000 reactor technology for construction at the Lubiatowo-Kopalino site in the Choczewo municipality in Pomerania.

The 3 GW Lubiatowo-Kopalino is a nuclear power plant located near the Baltic Sea coast Żarnowiec (Choczewo), which will initially host three AP1000 reactors. Construction is expected to start in 2026, while the plant is scheduled to start supplying power in 2033.

The Polish Nuclear Energy Programme (PPEJ – Program Polskiej Energetyki Jądrowej) involves the construction of two NPPs with a total capacity of 6-9 GW, with PEJ as an investor and operator. The first unit is expected to start of commercial operation of the first unit in 2036, followed by commercial operation of the next two units in 2037 and 2038.
