The Philippines has released its updated Nationally Determined Contribution (NDC), targeting a 75% reduction and avoidance of greenhouse gas (GHG) emissions (including forestry and other land use) over the 2025-2035 period relative to a business-as-usual scenario, with 7% to be achieved through domestic resources and the remaining 68% contingent on international support (UNFCCC, 08/09/2026). Under the business-as-usual scenario, emissions with forestry and other land use are expected to almost triple between 2025 and 2035. With all the identified measures and policies, the Philippines could become a net sink over the 2025-2035 period.
In its first NDC, submitted in 2015, the country committed to a 70% reduction and avoidance of greenhouse gas emissions over the 2020-2030 period compared with a business-as-usual scenario; the target was raised to 75% by 2030 in its updated NDC (2021), including 3% from domestic resources and 72% dependent on international support.
