The Philippine Department of Environment and Natural Resources (DENR) has awarded a pre-development environmental compliance certificate (ECC) to Buhawind Energy Northern Luzon (BENL), a joint venture between the Philippines’ PetroGreen Energy and Denmark’s Copenhagen Energy, for the development of its 2 GW Northern Luzon floating offshore wind project in the Philippines. The certificate allows BENL to conduct geophysical, geotechnical, marine, environmental, and social surveys for the project. The Northern Luzon wind park is expected to become operational in 2030.
The Northern Luzon offshore wind park was certified by the Philippine Department of Energy (DOE) as an energy project of national significance in May 2025 and secured grid connection in late 2024.
Buhawind is developing two additional offshore wind projects in the Philippines, namely the 1 GW East Panay project off Iloilo and Guimaras Island and 1 GW Northern Mindoro project off Occidental Mindoro and Batangas.
