PGE secures 1 GW of new renewable capacity and BESS capacity (US)

The US power utility Portland General Electric (PGE) has closed agreements for more than 1 GW of new clean energy and BESS projects in Oregon (United States) (PGE press release, 03/03/2026). The agreements are part of PGE’s Integrated Resource Planning, during which it has launched a “multi-pronged procurement strategy to secure the least-cost, least-risk resources” that includes Request for Proposals (RFP) and PPA procurement efforts. The company has concluded contracts for the development of new clean energy and BESS projects totalling 1,015 MW in collaboration with third parties (42% utility-owned and 58% PPAs). The projects are expected to start service in 2027 and 2028. 

Among the projects in development there are the USD540m Biglow Optimisation (125MW solar + 125 MW BESS) and the USD490m Wheatridge Expansion (240 MW solar + 125 MW BESS), both targeted for commissioning by late 2027. Among the projects with PPAs with pending regulatory approval, there are two BESS projects, namely the 200 MW Meadowlark Battery (expected late 2027) and the 200 MW Nottingham Battery (2028). PGE plans to secure agreements for approximately 2.5 GW of additional clean energy and storage before the end of 2026, aiming for commissioning between 2028 and 2029.
