The Polish state-owned company Polskie Elektrownie Jądrowe (PEJ) has notified the European Commission about its investment project in Poland's first nuclear power plant. Nuclear projects within the European Union are required to notify the EU Commission as a legal requirement under the Euratom Treaty to evaluate the project’s compatibility with the treaty’s objectives in terms of security, sustainable development and efficient use of resources. After the evaluation, PEJ should obtain an opinion from the EU Commission, which is a requirement to obtain a construction licence issued by the National Atomic Energy Agency.
The Polish Nuclear Energy Programme (PPEJ – Program Polskiej Energetyki Jądrowej) involves the construction of two NPPs with a total capacity of 6-9 GW, with PEJ as an investor and operator. The first nuclear power plant will be built at the Lubiatowo-Kopalino site in the Choczewo municipality, in Pomerania (north-western Poland). The project involves the construction of 3 reactors using AP1000 technology, each with a gross capacity of 1250 MWe. The first unit is expected to start of commercial operation of the first unit in 2036, followed by commercial operation of the next two units in 2037 and 2038.
The project is expected to require a PLN60bn (€14bn) investment, with PEJ planning to finance 30% of the project through its capitalisation, with the remaining 70% being expected to come from financial institutions. PEJ still awaits a decision from the EU Commission on whether the planned public support for the project complies with EU rules on state aid, according to the Article 107(3)(c) of the Treaty on the Functioning of the European Union.
