The Pavlodar refinery modernization moves forward (Kazakhstan)

The Kazakhstan government expects the modernisation of the Pavlodar refinery to be completed in November 2017. The Pavlodar Petrochemical Plant - one of the three large refineries in Kazakhstan - belongs to the state-held company KazMunayGas (KMG). The modernization will enable the facility to increase its light oil products output capacity by 333 kt/year and will give it the ability to process oil into refined fuels that meet high-octane European gasoline standards (Euro 4 and 5) equivalent specifications. The high-octane gasoline production is expected to start after the facility upgrade and will amount approximately 297 kt/year. The upgrade will also enable the plant to start the production of Jet A1 standard aviation fuels.



While the Pavlodar refinery initially was designed to process mostly West-Siberian (Russian) blends of crude oil, the facility upgrade will enable it process other types of crude and especially the domestic ones, which have a higher sulfur content. As of today, the production capacity of the refinery is 5.1 Mt/year and the refined products are supplied both on the domestic market and on the international market (mostly Russia, Uzbekistan, China).
