Panamint Capital has started construction of the 1.2 GW Big Rooter Power solar project at its Twin Oaks energy site in Texas, US (Panamint Capital press release, 23/07/2026).
The USD1.7bn project is planned to be developed on an existing coal mining site in two phases. The first phase, Big Rooter West, is anticipated to add 491 MW and is scheduled to begin commercial operations in August 2028. The second phase, Big Rooter East, is expected to contribute 658 MW, with construction due to start in December 2026 and operations expected in August 2029.
According to Panamint Capital, the wider 10,000-acre Twin Oaks complex is expected to eventually include 1.5 GW of operating thermal and renewable generation capacity, more than 20 miles of new 345 kV transmission infrastructure, 1.6 GWh of battery storage and 790 MW of data centre capacity under development. The project is intended to repurpose an existing energy site while supporting growing electricity demand in Texas.
By the end of 2025, the United States had 212 GW of installed solar capacity, representing 15% of its total installed capacity (Enerdata’s Global Energy Research).
