OX2's Halla offshore wind project has completed its environmental impact assessment (EIA) and submitted it to the to the Centre for Economic Development, Transport and the Environment of Northern Finland. The 2.4 GW Halla project is located in the Gulf of Bothnia, in Finland's exclusive economic zone off Oulu and Raahe, where it plans to install a maximum of 160 wind turbines to produce approximately 12 TWh/year. According to investigations and assessments, no particularly harmful effects on the environment were detected in the planned project area. If the project proceeds to the permit stage, more detailed studies are expected to be carried out.
The owner and developer of the Halla project is Halla Offshore Wind Oy, a JV of OX2 and Ingka Investments (IKEA). OX2 has another two offshore wind projects in the Gulf of Bothnia: Laine (11 TWh/year) and Tyrsky (11 TWh/year). The EIA description for the Laine project is scheduled to be submitted in spring 2025.
