Ørsted’s offshore wind project meets regulatory hurdles in Latvia

The Latvian Ministry of Economics and State Chancellery have declined Ørsted’s application for a site in Latvian waters as part of the ELWIND offshore wind project jointly developed by Ørsted and the Estonian energy group Enefit in Latvian and Estonian waters. The application may be reopened, subject to the outcome of the ELWIND site selection process. Meanwhile, Enefit will continue to develop the Liivi offshore wind project in Estonia.

In April 2021, Ørsted signed a Memorandum of Understanding (MoU) with Enefit, an affiliate of Eesti Energia, to create a joint venture (JV) and work together on offshore wind opportunities, including the Liivi offshore wind project in the Estonian part of the Gulf of Riga. The Liivi project was approved by the Latvian and Estonian authorities in 2020, will have a power generation capacity of 1 to 2 GW and should be commissioned as of 2028.
