Oman delays its 230 kb/d Duqm refinery project to late 2023

The 230,000 bbl/d Duqm Refinery project, located in the Special Economic Zone of Duqm (SEZD) in Oman, is expected to start its commercial operation by the end of 2023. The US$6bn project, which is 95% complete, will be owned by a 50-50 joint venture between the Omani state-owned energy group OQ and Kuwait Petroleum International (KPI). It comprises storage and export facilities for liquid and bulk petroleum products at Port of Duqm, crude oil storage facilities at Ras Markaz and an 80-kilometre crude oil pipeline line from Ras Markaz to the refinery. The refinery was initially expected to come online in late 2020.

Oman has two refineries: Mina Al-Fahal (106 kb/d) and Sohar, the capacity of which increased from 116 to 198 kb/d in 2019.
