Ocean Winds (OW), an offshore wind-focused 50:50 joint-venture between EDPR and Engie, has officially launched OW Brasil, its fully-owned Brazilian affiliate. OW started in December 2020 to license five new offshore wind projects for a total capacity of over 15 GW in the Brazilian States of Piauí, Rio Grande do Norte, Rio de Janeiro, and Rio Grande do Sul. Indeed, OW is seeking to secure environmental permits at the Brazilian Institute of Environment and Renewable Natural Resources (Ibama) for the following projects: Vento Tupi (1 GW), Maral (2 GW), Ventos do Atlântico (5 GW), Tramandaí offshore (700 MW), and Ventos do Sul (6.5 GW).
In January 2022, Brazil issued a presidential decree regulating the use of physical spaces and national resources within the country’s inland waters, the territorial sea, the offshore exclusive economic zone, and the continental shelf for the development of offshore wind projects. In addition, the decree defined how the procedures to establish an offshore project must be conducted, where the requests can be submitted and what steps companies must follow to carry out their projects. According to Brazil's Energy Research Office (EPE), the country has 700 GW of untackled offshore wind potential (it has currently no offshore wind capacity).
