The Indian Ministry of Environment, Forest and Climate Change has awarded an environmental clearance to Numaligarh Refinery Limited (NRL), for its 120,000 bbl/d refinery expansion project in Assam (northeastern India).
The Numaligarh Refinery, which is owned by a joint venture between Bharat Petroleum (61.7%), Oil India (26%) and the Government of Assam (12.4%), has a capacity of 60,000 bbl/d. In January 2019, NRL received clearance from the Cabinet Committee on Economic Affairs of India to develop the expansion project at the Numaligarh refinery. The project requires a investment of INR151bn (US$2bn) and will triple the capacity of the 60,000 bbl/d (3 Mt/year) refinery to 180,000 bbl/d (9 Mt/year). The project also entails the construction of a 1,400 km long crude oil pipeline with a capacity of 180,750 bbl/d which will span from Paradip to Numaligarh along with a 654 km products pipeline with a capacity of 120,500 bbl/d, which will run between the cities of Numaligarh and Siliguri. In May 2020, NRL awarded Thyssenkrupp an INR3bn (US$40m) contract to provide engineering, procurement, and construction management (EPCM) services as part of its plans to expand its refining capacity. The expansion project aims at meeting the growing demand for petroleum products in northeastern India and enable the export of oil products to Myanmar, Bhutan, and Bangladesh. It is expected to be operational by 2024.
