Norway’s Statnett plans to invest up to €17bn in power grid by 2035

Statnett, Norway's power transmission system operator (TSO), has announced investments of NOK150bn-200bn (€13bn-€17bn) in the country’s power grid by 2035 on its System Development Plan 2025 (Statnett press release, 03/11/2025). 

  • Over 50% of the budget will be directed towards the upgrade of the transmission grid from 300 kV to 420 kV to double transmission capacity.
  • To support regional supply security and new consumption connections, the document also plans the construction of new substations in urban and industrial areas, particularly in the Greater Oslo (Liåsen and Ulven), the Trondheim region, in Finnmark and Helgeland.
  • To optimize grid usage and reduce operational costs the company also expects to invest in digital substations, AI-driven maintenance, automated balancing systems and on Dynamic Line Rating (DLR)

According to Enerdata’s Global Energy Research, state-owned Statnett controls about 98% of the Norwegian transmission grid
