Norway plans to nationalise most of its gas pipeline network in 2028

Norway’s Ministry of Petroleum and Energy has announced plans to nationalise most of its gas pipeline network when many existing concessions expire in 2028. The Ministry has sent a letter to relevant licensees signalling that the Norwegian state intends to make use of its ‘right of repatriation’ at the end of the licence period and wishes to have full ownership of the key parts of the Norwegian gas transport system.

Norway wants to ensure that the system operates cost-effectively with low tariffs and has high regularity and flexibility. It also aims to maintain the main regulation features of the gas transport system beyond 2028. Gassco, the operator of Norway’s gas transmission network, will continue to operate the system and use technical service providers.

Norway has become Europe's largest supplier of gas, following a drop in Russian gas flows, which it supplies via a network of pipelines spanning 8,900 km. The network delivered 113 bcm in 2021.
