Northland Power signs PPA for 744 MW of Taiwan's Hai Long offshore wind plant

Canadian company Northland Power has signed a 20-year corporate power purchase agreement (PPA) for electricity production from its 744 MW Hai Long 2B and 3 offshore wind projects in Chuanghua county, in Taiwan.

The agreement, secured under auction, was signed with a yet unnamed investment grade counterparty and covers 100% of the power generated from Hai Long 2B and 3. The PPA will start once Hai Long reaches full commercial operations in late 2026. Hai Long 2B and 3 will receive a fixed price for delivering power and Taiwan Renewable Energy Certificates during the 20-year contract period.

The Hai Long offshore wind complex totals 1,044 MW which include the 300 MW Hai Long 2A, 232 MW Hai Long 2B and 512 MW Hai Long 3 projects. It is owned by Northland Power (60%) and Yushan Energy (40%). In May 2021, Northland Power and Yushan Energy selected Siemens Gamesa to supply SG 14-222 DD turbines for the whole complex.

In 2021, offshore wind represented less than 1% of Taiwan’s installed capacity (237 MW), as the island only installed its first offshore wind turbine in 2017.
