The Italian government has signed the Conto Energia V, which sets feed-in tariffs for renewable facilities. For solar PV, it will be introduced into law 30 days after the current €6bn funding limit is reached. Taking into account the actual level of funding, it is expected that it would then take effect around the 1-10 September (except for solar systems on public buildings, for which the Conto IV will remain in force until 31 December 2012). For other renewable technologies the Conto V will start in January 2013, with a 4-month transition period between the two schemes.
About €140m will be made available in the first register (registers run half yearly), €120m for the second register and €80m for every register thereafter, until the maximum funding limit is reached. This represents a cut of about 30-50% compared to the Conto IV.
All PV installations must be registered except installations below 20 kW (compared to 12 kW for Conto IV), but with a reduction of the subsidy by 20% compared to the case it is registered. The registration is subjected to a €3/kW fee for systems up to 20 kW (+€2/kW for any extra kW). All installations with a capacity higher than 5 MW for wind onshore and biomass, 10 MW for hydro and 20 MW for geothermal must be registered.
Feed-in tariffs are valid for 20 years and are stable.
