New 3.5 Mt/year LNG terminal proposed in Bangladesh

Power Cell, part of the Ministry of Power, Energy & Mineral Resources (MPEMR) of Bangladesh, has short-listed four international companies to build an onshore LNG import terminal at Matarbari, on Moheshkhali Island in the Bay of Bengal (Bangladesh).



The short-listed companies are Mitsui, a consortium of China Huanqiu Contracting and Engineering and Yifeng Industrial Gas, Petronet and Shell. Under the terms of the initial tender issued in April 2014, the selected bidder should have a 60% stake in the terminal, on a build, own and operate (BOO) basis. The remaining 40% would be shared between state-owned energy utility Bangladesh Power Development Board (BPDB, 20%) and the International Finance Corporation's IFC Infra Ventures fund (20%).



The proposed regasification terminal would have a capacity of 3.5 Mt/year (4.7 bcm/year) and would sell regasified gas to a state-owned entity under a long term, take-or-pay agreement. The terminal should be commissioned by 2021.
