The Netherlands may drop goal to reach 50 GW of offshore wind capacity by 2040

The Netherlands has announced its plan to scale down its 2040 offshore wind target of 50 GW. After assessing electricity demand growth and the ongoing challenges in the offshore wind supply chain that may threaten the development of this target, the Dutch Government has announced in its North Sea Wind Energy Infrastructure Plan (WIN) that a new goal placed between 30 GW to 40 GW of offshore wind energy by 2040 seems like a more realistic goal for the country. 

The government is planning to publish an action plan for offshore wind energy roll out later in 2025, and it is also expecting to change its targets for hydrogen at sea in a Climate and Energy Memorandum in September 2025.

Netherlands has had to postpone the tenders for two offshore wind projects of a combined capacity of 2 GW due to a lack of interest from potential bidders. The Dutch government is currently reviewing its auction model to possibly include subsidies to increase bidders’ participation.
