Mauritania and Möhring Energie Holding have signed a strategic framework agreement for the development of a 1 GW industrial plant to produce green hydrogen and green ammonia in Mauritania (Möhring Energie press release, 19/11/2025). The NAYRAH project is a Power-to-X industrial modular project with a planned electrolysis capacity of 1 GW that could produce up to 140 kt/year of green hydrogen or 400 kt/year of green ammonia for export to European markets once it starts operations in 2029. The project has been awarded with an area of approximately 500 km2 in the west of Nouadhibou region for the installation of solar PV and wind capacity. The project will be developed in several stages, expecting to start with an initial electrolysis capacity of around 100 MW.
The project aligns with Mauritania's hydrogen programme (Hydrogen Code), adopted in 2024 with the objective to incentivise the development of the sector.
