Moeve has started construction of the Andalusian Green Hydrogen Valley, a renewable hydrogen project in southern Spain that is designed to feature up to 2 GW of electrolysis capacity across production hubs in Huelva and Cádiz (Moeve press release, 17/09/2026).
The first phase of the project, known as Onuba, has started construction at Moeve’s energy park in Palos de la Frontera (Huelva) with an initial electrolysis capacity of 300 MW. The project has a scope for expansion to 405 MW and is expected to produce 45 kt/year of renewable hydrogen once operational.
A second hub planned in San Roque (Cádiz) is expected to add up to 1 GW of electrolysis capacity linked to renewable ammonia production. Overall, the Andalusian complex is designed to produce up to 300 kt/year of renewable hydrogen for industrial applications, renewable fuels and ammonia production.
The EUR2.4bn project has been recognised by the European Union as a Project of Common Interest. According to Moeve, the hydrogen produced in Huelva is expected to supply industrial and third-party consumers, while output from Cádiz is to be converted into ammonia to facilitate storage, transport and industrial use.
