Moeve goes ahead with 1st phase of green hydrogen project in Spain

The Spanish energy company Moeve (previously Cepsa) has taken an FID on its EUR1bn Andalusian Green Hydrogen Valley project in Huelva (Andalusia, Spain) (Moeve press release, 02/03/2026). With the final investment decision, Moeve expects to start construction soon of the first phase of the project, with the development of the 300 MW Onuba solar PV plant, which should produce about 45 kt/year of green hydrogen and avoid the emission of 250 ktCO2/year. The hydrogen produced is expected to be used for aviation, road and marine transport fuels, as well as supply of energy to decarbonise the chemical and fertilizer industries. The 300 MW solar project may be expanded by an additional 100 MW,  subject to obtaining additional grid capacity and board approval.

The  project has been designated as a Project of Common European Interest (PCI) by the European Commission and has received EUR304m from the Government of Spain under the Recovery, Transformation and Resilience Plan (financed by the EU’s NextGenerationEU program, through the Hydrogen Valleys scheme) for the development of 400 MW of the project.

In early 2025 Moeve and its partners confirmed plans to invest in the Andalusian Green Hydrogen Valley, which would include two green hydrogen production facilities in Palos de la Frontera (Huelva) and San Roque (Campo de Gibraltar, Cadiz), in Andalusia. The two facilities would have an electrolysis capacity of 1 GW each and would each produce up to 150 kt/year of green hydrogen using 2 GW of wind and solar energy (KEI, 04/02/2025).
