Moeve (Cepsa) and Repsol will invest in H2, biomethane and green fuels (Spain)

The Spanish energy group Moeve (previously Cepsa) has confirms plans to invest over €3bn in the Andalusia Green Hydrogen Valley, which would include two green hydrogen production facilities in Palos de la Frontera (Huelva) and San Roque (Campo de Gibraltar, Cadiz), in Andalusia (southern Spain). The facilities would have a combined electrolysis capacity of 2 GW (1 GW each) and would produce up to 300 kt/year of green hydrogen, along with green ammonium and methanol. The Huelva plant is expected to start up in 2026, and to reach full capacity in 2028, while the Campo de Gibraltar plant will be operational in 2027. They would supply green hydrogen and derivatives to industrial consumers and the heavy road transportation sector.

In addition, Moeve plans to invest €600m in the construction of up to 30 new biomethane plants throughout Spain by 2030. The group has set up partnerships with Kira Ventures, PreZero, InproEner and EnviTec, to develop five biomethane plants in Spain, which are expected to be operational between 2028 and 2029 and to each produce around 50 GWh/year of biomethane. Moeve aims to produce biomethane from agricultural and livestock waste and to manage a project portfolio of 4 TWh by 2030, with Andalusia, Catalonia, and Galicia being among the regions with the greatest potential.

Moreover, its Spanish rival Repsol has announced over €800m of investments in the Tarragona Ecoplant project in Catalonia, which would produce 240 kt/year of renewable and circular methanol from 400 kt/year of municipal solid waste through gasification. The project is expected to start in 2029 and is in line with Repsol's strategy to produce between 1.5 and 1.7 Mt/year in 2027 and up to 2.7 Mt/year in 2030 of renewable fuels (including renewable hydrogen and biomethane).
