China’s Ming Yang Smart Energy Group Limited and Canada’s Oceanic Wind Energy have entered into a Memorandum of Understanding (MoU) establishing a strategic investment partnership for an offshore wind project in the Hecate Strait, located off the northwestern coast of British Columbia, Canada (Oceanic Wind press release, 28/05/2026). The project is expected to have the capacity to generate between 1.5 GW and 2 GW of electricity, according to the companies.
The wind resource in the Hecate Strait is regarded as one of the strongest and most reliable globally, featuring wind speeds exceeding 10 m/s, annual capacity factors above 50%, and winter capacity factors reaching 65%.
Under the terms of the MoU, Ming Yang Smart Energy Group Limited plans to assess potential equity participation, debt financing opportunities and broader strategic support during a 90-day due diligence process. The parties stressed that the agreement is non-binding.
According to the company’s press release, the project represents one of Canada’s largest Indigenous renewable energy opportunities. It is being advanced in partnership with Coast Tsimshian Enterprises, a 50:50 joint venture between the Metlakatla First Nation and the Lax Kw’alaams First Nation.
