Mexico’s regulator CRE labels some gas-fired plants as clean energy

Mexico’s energy regulator, Comisión Reguladora de Energía (CRE), has announced changes to standards for power plant energy efficiency measurements, giving a “clean” label to some gas-fired power plants if they meet certain requirements. CRE considers as "clean energy" the electricity produced by CHP plants above the minimum required by the CRE regulations for the plant to qualify as efficient cogeneration (CCGT power generation can not be considered as efficient cogeneration). It also considers as clean power plants those using hydrogen, CCS or biosequestration or with an emission rate of up to 100 kgCO2/MWh.

Mexico's climate change law sets a goal for 35% of the country's electricity to come from clean sources by 2024. In November 2022, Mexico released its updated nationally determined contribution (NDC), in which the country increased its unconditional greenhouse gas (GHG) emissions reduction target to 35% by 2030, relative to a business-as-usual (BAU) scenario.
