Mexico wants renewables to reach up to 45% in power mix by 2030

The Mexican government has announced its plans to guarantee energy security and consolidate state-owned companies CFE and Pemex in its latest Energy Sector Program towards 2030 (PROSENER) (Mexican government press release, 15/10/2025). 

  • The program aims to increase clean energies participation on the country’s power mix to between 38% and 45%, while also reducing energy intensity (-2.9%/year by 2036) and increase electricity coverage to up to 99.6%.
  • In total, the plan expects to install a total of 28 GW of new generation capacity, of which 17 GW will be state funded. The CFE plans to add 5.4 GW of solar and 2.85 GW of wind capacity, as well as 2.2 GW of BESS

The plan also adds the term Energy Justice, seeking to keep prices stable through subsidies to energy consumption and increase electricity coverage. PEMEX also plans to increase oil production to 1.8 mb/d and 4.6 mcm/d of gas production, while also focusing on increasing its oil refining capacity to over 80% (currently at 56%) by 2030. 

The Mexican government had already launched a programme for the construction of 10 CCGT power plants with a combined capacity of 6.7 GW to be commissioned between 2025 and 2027.
