Mexico's state-owned power utility, the Federal Electricity Commission (Comision Federal de Electricidad, CFE), has announced tenders for 24 energy infrastructure projects, that will add 2,385 km of gas pipeline, 3,084 km of electricity transmission and distribution lines and 1,442 MW of new power capacity, for a total investment of US$9,836m.
Four power projects are included in the tender:
- a 790 MW CCGT power plant, San Luis Potosi, will be developed in Villa de Reyes by April 2019 (investment of US$864m);
- a 585 MW wind park, Eólica Sureste II y III, will be developed in Ixtepec (Oaxaca) for a total investment of US$1.1bn (expected in December 2017);
- a 42 MW fuel-gas power plant, Baja California Sur VI, is planned in La Paz (Baja California) for May 2018 (US$105m);
- the second phase of the Los Azufres III geothermal power plant should add 25 MW by June 2018 (US$63m).
Eight gas pipeline projects will be included in the tenders:
- the 280 km Tula - Villa de Reyes gas pipeline, worth US$420m, to transmit 550 mcf/d (5.7 bcm/year) of gas as of December 2017 through the states of Hidalgo and San Luis Potosi;
- the 355 km Villa de Reyes - Aguascalientes - Guadalajara gas pipeline, worth US$55m, to transmit 1 bcf/d (10 bcm/year) of gas as of December 2017 through the states of San Luis Potosi, Aguascalientes and Jalisco;
- the 800 km Sur de Texas (United States) - Tuxpan (Veracruz) gas pipeline, worth US$3.1bn, to transmit 2.6 bcf/d (27 bcm/year) of gas as of June 2018;
- the 250 km Nueces - Brownsville (United States) gas pipeline, worth US$1.55bn, to transmit 2.6 mcf/d (27 bcm/year) of gas as of June 2018;
- the 600 km La Laguna - Aguascalientes gas pipeline, worth US$1bn, to transmit 1.15 bcf/d (12 bcm/year) of gas as of December 2017 through the states of Durango, Zacatecas and Aguascalientes;
- the 20 km Empalme gas pipeline branch, worth US$35m, to transmit 236 mcf/d (2.4 bcm/year) of gas as of April 2017, from the pipeline Sásabe - Guaymas Guaymas - El Oro, to the Empalme I and II CCGT power plants, in the state of Sonora;
- the 48 km Hermosillo gas pipeline branch, worth US$68m, to transmit 100 mcf/d (1 bcm/year) of gas as of June 2017 from the pipeline Sásabe - Guaymas to the Hermosillo CCGT plant in the state of Sonora;
- the 32 km Topolobampo gas pipeline branch, worth US$55m, to transmit 248 mcf/d (2.5 bcm/year) of gas as of March 2018 from the pipeline El Encino - Topolobampo, to Topolobampo II and III CCGT power plants in Sinaloa state.
Three power transmission lines are planned, along with 2,962 km of distribution lines. A first project includes five transmission lines of 400 and 115 kV in Sinaloa (US$35m, by March 2017), while five 115 kV lines are planned in Coahuila (S$37m for March 2017). In addition, two 230 kV and 161 kV lines are planned in Baja California by January 2017 (US$19m).
